Its is a good approach which will be usable in the cases where the code is still in its nascent stage and you have people with "spare time" to go through the code that deep to find the bug. I dont think that is the case in general. There are deadlines to be met by everyone and just to check there understanding of the documentation they wouldnt want to spend there time on the code written by anyone else (unless the system interests them).

But I do have to say this will be a great approach for the cases where you are doing individual contributor kind of a deal and you want some one to review your code
